CCB is an image format commonly used in 3DO games. The extension of the format usually varies from game to game, however the original is presumably .cel.
The format can be identified by the value 0x43434220 ("CCB ") of the first four bytes of the file.

The tool recognises the format by its contents, so the extension does not matter. It is capable of converting CCB files to BMP.
